Eve of Destiny (Laylatul Qadr) is the night, which is the most blessed and excellent of all nights. A prayer during this night is superior to the prayer of a thousand months. The destiny for the year is decided on this night. The Angels and Roohul Ameen (a highly dignified Angel) descend on this earth, with the permission of Allah (swt) & call on the Imam of the time, and what is ordained (by Allah) for everybody is presented before the Imam.
Our destiny to large extent can be changed in this very night and much depends on us, how we decide to utilize each single moment of this blessed month of Ramadhan.

Perform Ghusl (prescribed bath) preferably near sunset time (wudhu also required) and arrange for Sadqa/Charity tonight.
Charity
Give Sadaqa - Charity - Alms tonight
Salaat (Namaaz)
Offer two Rakats Salat, in every Rakat recite
Sura-al-Hamd, and
Sura Ikhlaasseven times.
After Completion of salaat - repeat 70 Times:
أَسْتَغْفِرُ اللّهَ وَأَتُوبُ إلَيْهِ.
astaghfiru allaha wa atubu ilayhi I seek the forgiveness of Allah and I repent before Him.
Seek forgiveness
Allama Majlisi has stated that the best prayer during these nights is to seek forgiveness and seek ones wishes for this world and the hereafter and recite as much salwaat as possible. The Holy Prophet (pbuh) was asked what should be sought from Allah (swt) on Laylatul Qadr and he replied, "Health". Recite 100 times
أَسْتَغْفِرُ اللّهَ رَبِّي وَأَتُوبُ إلَيْهِ.
astaghfiru allaha rabby wa atubu ilayhi I seek the forgiveness of Allah, my Lord, and I repent before Him
Al-Kaf`amiy has narrated that Imam Zayn al-Abideen (a.s) used to say this supplication very frequently at the Qadr nights while sitting, standing, in rukuu', and prostrating:
اللَّهُمَّ إِنِّي امْسَيْتُ لَكَ عَبْداً دَاخِراً
allahumma inni amsaytu laka `abdan dakhiran
I have passed the evening as a very humble servant of Yours
لاَ امْلِكُ لِنَفْسِي نَفْعاً وَلاَ ضَرّاً
la amliku linafsi naf`an wa la darran
I have no control over the gains and losses for my self
وَلاَ اصْرِفُ عَنْهَا سُوءً
wa la asrifu `anha su'an
and I cannot drive back any evil from myself.
اشْهَدُ بِذٰلِكَ عَلَىٰ نَفْسِي
ashhadu bidhalika `ala nafsi
I testify to this against myself.
allahumma la taj`alni nasiyan lidhikrika fima awlaytani
O Allah, (please) do not make me negligent of Your mention as regards that which You have bestowed upon me,
وَلاَ غَافِلاً لإِحْسَانِكَ فِيمَا اعْطَيْتَنِي
wa la ghafilan li'ihsanika fima a`taytani
do not make me inadvertent to Your favors to me as regards that which You have given me,
wa feehismokal akbaro wa asmaakal husnaa, wa maa yokhaafo Wa yurjaa an taj-alani min otaqaaeka minan-Naar
and Thy Great Name and Thy (Other) beautiful names are in it, and in it there is that which warns and gives hope to include me among those who have been set free from the Hellfire.
After that one should pray to God for any needs of his.
Take the Holy Qur'an and hold it on your head and recite:
اللّهُمّ بِحَقّ هذَا القُرْآنِ
Allaahumma be haqqe haazal Qur'an
O Allah: for the sake of this (Holy) Qur'an,
وَبِحَقّ مَنْ أَرْسَلْتَهُ بِهِ
we be haqqe man arsaltahoo beh
and for the sake of that person through whom You sent it,
وَبِحَقّ كُلّ مُؤْمِنٍ مَدَحْتَهُ فِيهِ
Wa be haqqe kulle momenin madahtahoo feeh
and for the sake of those believers who have been praised therein,
وَبِحَقّكَ عَلَيْهِمْ
we be haqqeka alaihim
and in the name of Your obligation to them,
فَال أَحَدَ أَعْرَفُ بِحَقّكَ مِنْكَ.
fa-laa ahada a'arafo be haqqeka mink
no one is aware of Your obligation more than You
Recite the below 10 times each
بِكَ يَا اللّهُ،
bika yaallahu
For Your sake, O Allah,
بِمُحَمّدٍ،
bi-muhammadin
for the sake of Muhammad,
بِعَلِيّ،
bi-`aliyyin
for the sake of `Ali,
بِفَاطِمَةَ،
bi-fatimata
for the sake of Fatimah,
بِالحَسَنِ،
bilhasani
for the sake of Hasan,
بِالحُسَيْنِ،
bilhusayni
for the sake of Husayn,
بِعَلِيّ بْنِ الحُسَيْنِ،
bi-`aliyyi bni alhusayni
for the sake of `Ali ibn Husayn,
بِمُحَمّدِ بْنِ عَلِيّ،
bi-muhammadi bni `aliyyin
for the sake of Muhammad ibn `Ali,
بِجَعْفَرِ بْنِ مُحَمّدٍ،
bi-ja`fari bni muhammadin
for the sake of Ja`far ibn Muhammad,
بِمُوسَى بْنِ جَعْفَرٍ،
bi-musa bni ja`farin
for the sake of Musa ibn Jafar,
بِعَلِيّ بْنِ مُوسَى،
bi-`aliyyi bni musa
for the sake of `Ali ibn Musa,
بِمُحَمّدِ بْنِ عَلِيّ،
bi-muhammadi bni `aliyyin
for the sake of Muhammad ibn `Ali,
بِعَلِيّ بْنِ مُحَمّدٍ،
bi-`aliyyi bni muhammadin
for the sake of `Ali ibn Muhammad,
بِالحَسَنِ بْنِ عَلِيّ،
bilhasani bni `aliyyin
for the sake of Hasan ibn `Ali,
بِالحُجّةِ،
bilhujjati
for the sake of al-Hujjah.
One should then pray to Almighty Allah to fulfill one’s desires.
Recite the Ziarat of Imam Hussain (A.S.). According to Hadith, during Lailat-e-Qadr an angel proclaims from the Arsh (throne) on the Seventh sky that Allah has forgiven who have visited the grave of Imam Hussain (as). While performing Ziyarah of Imam Hussain (as), remind yourself that on this night, the souls of 124,000 Prophets (peace be upon them all) visit Imam, who is aware of our inner spiritual reality and is hurt and repulsed by our record of repeated evil deeds, indifference to God’s commandments; thus, we should avoid disgracing ourselves in that great audience of Imam. Also, associate the themes in the ZIYARAH of: - Firm bond of love and obedience of God (SALAT). -Economic betterment of community (ZAKAT). -Overall mobilization of forces towards virtue (AMR BIL MA`RUF). -Overall cleansing of evil from society. -All-out war in all spheres of life to promote truth (JIHAD). -Tremendous endurance of all ensuing difficulties (SABR). -Complete distancing (LA`NAH) from all forms of injustice (DHULM) with destiny- shaping opportunity of this night and resolve to become on active player in improving the future in preparation for the REAPPEARANCE OF AL-MAHDI..
اَلسَّلاَمُ عَلَيْكَ يَا بْنَ رَسُولِ ٱللَّهِ
alssalamu `alayka yabna rasuli allahi
Peace be upon you, O son of Allah’s Messenger.
wa sabarta `ala al-adha fi janbihi muhtasiban hatta ataka alyaqinu
and faced all troubles steadfastly for His sake, seeking his reward, until death came upon you.
اشْهَدُ انَّ ٱلَّذِينَ خَالَفُوكَ وَحَارَبُوكَ
wa ashhadu anna alladhina khalafuka wa harabuka
I also bear witness that those who dissented you, those who fought against you,
وَٱلَّذِينَ خَذَلُوكَ وَٱلَّذِينَ قَتَلُوكَ
wa anna alladhina khadhaluka walladhina qataluka
those who let you down, and those who slew you
مَلْعُونُونَ عَلَىٰ لِسَانِ ٱلنَّبِيِّ ٱلامِّيِّ
mal`ununa `ala lisani alnnabiyyi al-ummiyyi
(all those) were accursed directly by the Meccan Prophet.
وَقَدْ خَابَ مَنِ ٱفْتَرَىٰ
wa qad khaba man iftara
And he who forges lies indeed fails to attain his desire.
fajazakum allahu `an al-islami wa ahlihi afdala jaza'i almuhsinina
May Allah reward you with the best reward of the good-doers on behalf of Islam and its people
ALLAAHUMMA KUN LE-WALIYYEKAL HUJJATIBNIL HASANE
O Allah, be, for Your representative, the Hujjat (proof), son of AlHassan,
صَلَوَاتُكَ عَلَيْهِ وَعَلَى آبَائِهِ
SALAWAATOKA A'LAYHE WA A'LAA AAABAA-EHI
Your blessings be on him and his forefathers,
فِي هذِهِ السَّاعَةِ وَفي كُلّ سَاعَةٍ
FEE HAAZEHIS SAA-A'TE WA FEE KULLE SAA-A'TIN
in this hour and in every hour,
وَلِيّاً وَحَافِظاً
WALIYYAWN WA HAAFEZAWN
a guardian, a protector,
وَقَائِداً وَنَاصِراً
WA QAA-EDAWN WA NAASERAWN
a leader, a helper,
وَدَلِيلاً وَعَيْناً
WA DALEELAWN WA A'YNAN
a proof, and an eye.
حَتَّى تُسْكِنَهُ أَرْضَكَ طَوْعاً
HATTAA TUSKENAHU ARZAKA TAW-A'N
وَتُمَتّعَهُ فِيهَا طَوِيلاً.
WA TOMATTE-A'HU FEEHAA TAWEELAA.
until You make him live on the earth, in obedience (to You),& Cause him to live in it for a long time
Recite "Allhumma Inni Asaloka Al Afwa wal Afiyata , walmuafata fid-dunya wal akhira"
O Allah I ask of you Wellbeing & forgivenemss in this world & the hereafter
اللهم إني أَسْأَلُكَ العَفْوَ والعَافِيَةَ والمُعَافَاةَ في الدُنْيا والآخِرَة
Recite Dua Afiyat
Recite Sura Qadr repeatedly

at the end of the night, one should resort (tawassul) to the Impeccable ones (the M'asumin [a]) - to whom that night belongs - should submit his deeds and worships to those exalted ones, with a heart broken, with grief and shedding tears, should request them to make those deeds as righteous, and should intercede with Allah (the Glorious, the Exalted), for their acceptance, and thus making them as fruitful.
